Martin Hom is a senior partner/shareholder of Tao Rossini, APC. Mr. Hom has 30 years of experience in public works contracting and construction claims litigation. He assists school districts, community college districts, universities and other public sector clients with the drafting, procurement, and negotiation of public works contracts, bid protests, contract interpretation issues, terminations, and litigation of claims, including but not limited to such as delay and inefficiencies, acceleration, differing site conditions, changes, terminations for default, extended performance and home office overhead issues at both the trial and appellate level.

Additionally, Mr. Hom has assisted clients in determining the appropriate construction project delivery method (design-bid-build, construction manager multiple prime, construction manager at risk, design build, and lease-leaseback) as well as assist clients in the procurement of professional services, including architects, engineers, inspectors, testing labs, surveyors, and others necessary for a successful public works project.

Mr. Hom received his BA from the University of California Santa Barbara in 1983, and his JD from California Western School of Law in 1991.
